Shrimp Duties Update: Answering Commissioner Questions

In the final phase of in its injury investigation, the International Trade Commission issued injury questionnaires to shrimp fishermen. More than 540 responded in a historic outpouring of support for ASPA’s trade cases. The fishermen responses were a key part of the record that ultimately supported an affirmative determination one week ago, which will result in duties being imposed on shrimp from Ecuador, India, Indonesia, and Vietnam.
In addition to filling out the detailed questionnaires themselves, fishermen also had to understand the process for submitting their responses to the Commission. Counsel to ASPA received questionnaires from more than 130 independent fishermen that counsel submitted on their behalf and served on the other parties. Based on the public record, more than 400 additional fishermen submitted their questionnaires directly to the Commission without apparent outside counsel assistance.
“We owe a debt of gratitude to the hundreds of fishermen that filled out injury questionnaires and sent them to the Commission,” said Trey Pearson, the President of ASPA. “The efforts they undertook to support our case are unprecedented, and they helped us achieve victory for the industry as a whole.”
